WHAT IS PROP 15 (SCHOOLS AND COMMUNITIES FIRST)?
California Proposition 15 (Schools and Communities First) will close a critical corporate property tax loophole, which will raise $12 billion per year in revenue for schools and communities. This legislation will allow cities and counties to invest in schools and crucial public services by making large, wealthy corporations pay their fair share in property taxes.
WHY IS THIS A RACIAL JUSTICE ISSUE?
The underfunding of vital community services and schools, particularly in communities of color, is structural racism at work. Current tax policy hinders all California communities from raising revenue, but wealthier communities can make up losses with private resources. Less affluent neighborhoods, whose residents are disproportionately people of color, remain unable to collect the funds they need.
As the Covid-19 pandemic draws on, our local governments need even more funding to ensure our communities have the resources to survive and rebuild. At a time when corporations bring in record profits, it is clear that our system continues to undervalue our communities by enabling big business to siphon resources for their personal gain. This November, California voters will have a MASSIVE opportunity to let our State and these corporations know ENOUGH is ENOUGH!
Grassroots organizers have been working on this reform for decades, and multiple SURJ accountability partners have endorsed Proposition 15, including Alliance of Californians for Community Empowerment (ACCE) and Causa Justa/Just Cause.

WHAT CAN I DO?
The well-funded, corporate-led opposition are launching an aggressive campaign of misinformation and scare tactics. While we may not have the money to fight them, we have the people power to ensure that every Californian will make an informed decision this November. We’ll be reaching out to people interested in racial justice to share the facts about the proposition and to ask folks to support this important legislation. Together, we can ensure that our government has the funding needed to reinvest in communities of color.
